Archibald has over 20 years experience community development and mortgage finance. As Director of Housing Development for Titusville Development Corporation, Archibald is charged with empowering and strengthening community through removing blight in low to moderate income neighborhoods by providing low income families and senior citizens with financial education and affordable housing.
As the Developer for TDC’s single family new construction and rehabilitation housing and multi-family developments. This includes responsibility for land acquisition, architectural designs, financial pro-forma and analysis to secure financing, development and construction management.
Worked with Federal, State and local resources to secure funding for General operating, property maintenance, community programs and the TDC Master Plan.
While at PNC Bank, Archibald served as the Senior Vice President and Market Manager of Community Development Banking in Georgia. He developed business opportunities for PNC to lend, invest, and provide Community Development Services, as well as provided critical support to the Team on issues related to compliance of Community Reinvestment Act (CRA). He successfully secured over $94 million in NMTC investments in key Community Development projects in the City of Atlanta and was also responsible for all interactions between OCC regulators on PNC’s CRA Program.
He was also Head of Corporate Citizenship at RBC Bank (Royal Bank of Canada) where he led all operational and strategic planning for five major corporate business divisions. He managed a budget of $6M and successfully funded over 75 non-profit organizations throughout the S.E.
During his tenure at Fannie Mae Corporation, Archibald was Lead Director for the S.E. Region for 15 years, accountable for management and oversight of budget as well as providing leadership for four directors across Alabama, North Carolina, South Carolina and Metro Atlanta. Archibald was appointed by a U.S. Senator and a U.S. Congressman to serve on their housing advisory committee. He initiated and led the 10 year $26B Atlanta House Investment Plan, that allowed over 290,000 families homeownership. Mr. Hill provided $12.4M financing for the City Plaza retail space and included commercial parking and 164 residential units. The first mixed-use housing development in downtown Atlanta prior to the Olympics. He designed a New Single-Family Mortgage Program for the secondary market to ensure competitive mortgages for residents within Atlanta MSA.
Archibald received his B.A. from Morehouse College in Atlanta, GA. He is a member of Kappa Alpha Psi Fraternity.
